The HEC (Higher Education Commission) was founded in 1947 as UGC (University Grants Commission)  and currently forms since 2002. HEC is autonomous, an individualistic, and constitutionally created institution of primary funding, Internationally, control, & accrediting the higher education (HEC) efforts in Pakistan. introduce by the University Grants Commission (UGC) in 2002 by a constitutional amendment, the universities were formerly accredited by the UGC created in 1947; the institution was revised 1974 and came its modern form in 2002 under the leadership of Atta-ur-Rahman FRS its founding Chairman, with the additional executive reforms gifted by the constitution. It utilize straight under the PM (Prime Minister) and is not constant and steady to the Ministry of Education. 

Under new and revised reforms, the HEC (Higher Education Commission) is responsible for conceive higher education policy and standard pledge to meet the international standards and providing accrediting academic degrees, Progressing of new institutions, and enliven of existing institutions in Pakistan. The main developments in the higher education sector occurred under the leadership of Atta-ur-Rahman FRS, the founding Chairman, during 2002 to 2008.

The HEC (Higher Education Commission) also make possible the Progressive of higher educational system in the country with main ambition of upgrading the universities and degree rewarded colleges in the country to be focal point of the high learning of education, research, and Progressing.[
Over the numerous of years, the HEC (Higher Education Commission) plays an most important and role towards building a knowledge root economy in Pakistan by giving out hundreds of doctoral scholarships for education overseas of each year.
